First, decide on the shape you like. Following the brow's natural arch is the most direct course. To do this, take a close look at how the hairs (generally) curve along the top of the brow. Using that as a guide, mirror the shape along the bottom by eliminating the most obvious hairs. |
Sometimes it is helpful to mark the hairs you want to remove with a white pencil or concealer (area indicated below red-dashed line).

Pluck. (It's easier and less painful To remove the hairs in the direction that they grow).

Then take your sharpened pencil and draw in any open spaces with short, irregular-length strokes to simulate real hair.

My favorite shape is slightly squarecreff at the beginning, tapered to a fine but not overextended point at the end, with a graceful arch in between.
